I suspect it's exactly that: the Iranians didn't have a nuke program: they imported virtually everything - including the control systems with the software - from Russia.

I gotta believe that the way we got the bug into Iran was by first getting it into Russia. The Russians have then spread the virus around to other systems... hence the ISS as well.
