This is the heart of it: You know that as Governor he was getting complaints. Either he is incompetent or he knew - way back then. And suggesting you have really ornery underlings is no excuse. As leader you are responsible for the environment you create and the actions of your underlings. It is especially true when the emails demonstrate an environment where such banter was a-ok.
