Most of the development around Cabela's is driven by the more lenient gun laws in West Virginia and, to a lesser extent, by the adult playground on Wheeling Island. Pennsylvania still has the advantage of no sales tax on clothing.

I think the best explanation comes from post #55. This J.C. Penney's is in the older dying mall in Washington, PA. I had it confused with the new thriving mall near the junction of the interstates. My bad.
