What is it about anything near or around the Clintons that seems to bring this sort of behavior into such strong expression? Is it so the issue may be later be held up as a “horrible example”, and just the kind of thing that has to be “rooted out”?
The Clintons seem to ENCOURAGE this sort of thing, even if not openly involved directly. Dysfunction is the new normal, I guess. What difference, at this point, does it make?

Of course they do. Corrupt people in power always seek underlings equally corrupt or even more corrupt than themselves. gives them control of their henchlings and strokes their sense of superiority.
Look at the Third Reich hierarchy, Stalinist USSR, Cuba, etc.
