Don't ban the bags, just require every store to have their name on their bag and fine them $100 for each bag found as litter.

Well, most of them DO have their names on the bags, but otherwise your suggestion sounds just like those making gun manufacturers responsible for intentional shootings. Penalizing responsible people (bag makers and 90% of bag users) for the actions of irresponsible people is, well, a wonderful example of modern liberal thought.

It's the people who toss the bags, fast food containers, etc., out their car windows and such, who should be fined. (I have a nice long frontage along 2 roads that intersect, one fairly busy, and we have lots of bushes and trees too, so I am no stranger to litter issues.)

I did recognize when I posted that it was similar to the approach used to try and ban guns - a movement I oppose.

The plastic bags have got to go. They are everywhere and picking them out of bushes and trees makes neighborhood clean up projects much harder.
