Treating the roads with sand and salt before a two inch snow storm is basic local government. Anything short of that is pathetic.
If it started raining bananas in your neighborhood, whould you have the required banana removal equipment?
Atlanta should just close the roads when they have snow. It would be cheaper than all other alternatives.
