Has anyone ever offered an opinion as to how Obama care is still considered law after all the amendments, exemptions, delays and executive orders he has pulled off? (with no republican protest)

I read somewhere that with ObozoCare being a tax, it can change on the whim. Think about how our tax code changes all the time, without amendments, congressional review, etc.
