Veteran’s benefits were EARNED. By those who CONTRIBUTED TO the nation (in ways vastly beyond those of us who just pay taxes and walk the straight and narrow).
In no possible way, shape or form are Veterans’ benefits “welfare.”

But I bet there are hundreds of politicians and bureaucrats who would love to use your proposed rule to exclude veterans from the suffrage. In Starship Troopers the late Robert A. Heinlein drew a world in which ONLY veterans had the right to vote. Would Barack Obama be the president in that situation?
