Here in Wisconsin, it is being carried out by FEMA buying up private lands along trout streams under the guise of the prospective threat of flooding, which may happen because FEMA and whatever other controlling authorities are no longer going to maintain the various earthen dams that protect these lands. Originally, these dams were taken over by the Feds because the costs were too high for the counties. These streams are tributaries of larger rivers.
