Power is the only shield they have against prosecution, and the prospect of losing terrifies them. Dictators never voluntarily retire: chavez, castro, etc.
Maybe we need to talk about cutting a deal: no criminal prosecution if they go away-- say to France.
I can think of a few other places I would like to send them, but I will keep it to myself.
