1. Only Congress can pass laws.
2. Republicans had a majority in congress ONLY from 1994 to 2006 . during that time the only thing you can blame on Republicans is medicare part D and Homeland security (but 9/11 and the media drove that) and of course the media drove the part D as the media rules this country. Now ALL the rest of the government programs and agencies and tyranny you can blame on your democrat party as their huge majorities in congress passed all these laws that oppress us now(environmental laws, Obamacare , etc. etc.)
