Dash-cam footage released from scene where Kentucky deputy shot woman, 19, to death outside party

Police in northern Kentucky have released dash-cam footage from the scene where a deputy shot a 19-year-old woman to death as she left an outdoor party in her car over the weekend.

The footage, shot from inside Boone County Sheriff Deputy Tyler Brockman's cruiser, does not show Brockman firing four bullets through Samantha Ramsey's windshield after she alleged rammed him on a road outside Hebron early Saturday.

It only shows Brockman approaching Ramsey's car and her appearing to drive away.

Moments later, a plume of smoke enters the frame and bystanders can be seen weeping in horror.

Boone County authorities were investigating the shooting.

The sheriff's department said it was in self-defense after Ramsey, who had three others in the car, ignored Brockman's orders to stop and slammed into him.

Brockman ended up on the hood of the car before opening fire. No one else was injured.

Sheriff's spokesman Tom Scheben told the Cincinnati Enquirer results of the investigation would be turned over to Commonwealth Attorney Linda Tally Smith, the Boone County's top prosecutor.

I guess the cop didn't feel he was in danger of his life until just after he personally decided to jump on the hood of the moving car and shoot the driver?

Edited dash-cam tape or edited news reporting?

That seems a lot more believable than his story. It’s highly unlikely for anyone rammed by a car, hard enough to be thrown onto the hood, to come away without very serious leg injuries. Especially, if he was facing the car at the time (knees don’t bend that way).

The idiot jumped on the hood of her car and shot her in the head. I wonder what reason he had to investigate her in the first place. If it wasn't a violent felony he had no business jumping on the hood like Rambo. That would scare the hell out of every 19 year old girl I know.

The way things are now, even if they all testify to something that wildly conflicts with the cop’s “report”, what will happen?

With all of the rampant police shootings it seems like one of these days a parent or spouse is going to pay a visit to a cops house and exact revenge.

I cannot believe it hasn’t happened yet. Perhaps they would hesitate to kill if they felt it could come back on them and their family.

wow, I watched the vid, and he would of had to actually jump onto the car to do this. I agree, it was an execution.

I looked at the images but it was hard to tell what was going on.

This reminds me of the woman in DC that had her child in the car and was shot by officers they said she was going into barricades it was over kill.

It is getting pretty scary and I am wondering what the heck is going on.

I wouldn’t want to let someone that was drunk back onto the highway, but it’s probably not legit to shoot them to prevent it.

Begs the question, if he felt the driver was drunk, why would he run in front of the vehicle?

BTW, what was the crime here which the young lady was suspected of?

There was a “justifiable shooting” in my city about 2 years ago where the brave men in blue followed a car for several miles before the guy pulled into a parking lot. The “victim” pulled his motorcycle up to within inches of the rear bumper and as he was getting off the car rolled back and bumped his tire. The “victim” of this obvious assault immediately opened fire from a position to left of the rear of the vehicle and hit the vehicle 4 times on the roof panel between the rear window and the passenger window, but none of them hit the “assailant”. So he moved from the rear of the vehicle to the drivers window and shot the “assailant” 3 times at point blank range!

During this whole time the vehicle that was now touching the front tire of the motorcycle, which was still standing up on its kick stand, never moved another inch.

Again this was determined to be “justifiable use of force”!

It would also be damn near impossible to draw your gun and pop off 4 quick shots in such a close group while being hit and then taking a wild ride on the hood. I don't care how close. Regardless of how fast one can pull the trigger on a semi auto, under such stress it would take some preparation and time to do it. It is obvious that he already had his gun drawn and was planning to shoot before he jumped on the hood of the car.

My stupid automatic shift cars -always- “settle” a few inches when I put them in park.

Almost sounds like a setup.

I’m jumpy every time I see a cop, anymore.

I only take my dogs with me for vet visits and such.

Too dangerous.
