Am convinced we have one or more firebug terrorists driving around throwing incendiary devices from a vehicle / vehicles.

Absolutely. Odd are vanishingly small all of these fires were acts of nature or accidents. First thought is ROP or home grown terrorist cells running a coordinated plan.
