Businesses on the edge of the "50 employee" limit will start outsourcing some jobs. Low-skill jobs will be handled by a worker-rental place like Labor Ready, rather than by employees. High-skill employees will be shifted to a separate company, and will be "consultants" to their former company. Etc.
Consultant only works with the IRS if you work for multiple
parties. IRS will shove the W2 on the employer/employee if you
only work for one company.
