I got to work with a retired state police detective. He explained that, in many cases, a single instance of official misconduct can be explained as a mistake. A continuing pattern? Plea bargain a deal and plead guilty.

I had a friend who was fired for a dust-up that started when the boss said he mailed her a check and she said it never arrived. They got into it and she got canned. Guess where he lived? Catonsville. Must have dropped it in his local postbox on the way home.

And it only took Jerry half a day to do what normal ‘carriers’ took days to do....Also think Kramer said HE was under investigation because he(JS) not only got it done on Sunday but J had a 95% good delivery ratio when the norm was 35% - Which alerted the Post Office Department to the fact that a ‘phony’ mail carrier was on the route.
