Yes and no. If you voted in the Democrat primary then you can't vote in the Republican run-off. If you voted in the Republican primary or didn't vote in the primary at all then you can. So Dems who stayed home a few weeks ago can vote in the run-off.

Those are the voters that the dems and the GOPe are wooing to get them to stop a Constitutional Republic type candidate from getting elected by voting for the sick old republican incumbent.

The GOPe hates to have anyone upset the $tatus Quo
