Does a person have to be registered as an R to be eligible to vote in the R primary in MS? That quote seems to be saying that a voter who didn’t vote in the initial primary can vote in either a R or D run-off. But it depends on what “eligible voter” means. If a person is registered as a democrat, are they an “eligible voter” in the R primary and/or runoff?

By saying there is no cross-over voting it seems like this is saying that MS is NOT an open primary state so an “eligible voter” would be one who was registered to vote in the primary process for a given party.

IOW, that statement is as clear as mud.

If you did not vote in the democrat primay and you are a registered voter then you are elgible to vote in the GOP runoff election. You don't register by party in MS.

If there is a Primary Runoff Election:
