So how can candidates receive cross-endorsements in CT? Are they allowed only when there isn’t a primary?

in CT, the party endorses at convention, only party members can make a challenge in a primary.

Which is why ... if Joe Lieberman ran for re-election seeking the GOP nod ... he would have had to win the convention. A loss at the convention and he cannot primary and would have had to go 3rd party again.
