For a GOPe, I'd presume it does not, and thus the sentence touts bringing home the federal dollars.

Funny thing is I was at a noon BBQ in Overland Park with Sen Roberts, Sen Moran and Congressman Yoder. Seems that most of the elected Republican’s in KS both State and Federal support the re-election of Senator Roberts.
Saw Campaign Carl Cammeron from Fox news there covering the event.
Would you really vote for an inexperienced Member of the Obama family for your Senator?
