I believe that Putin is becoming increasingly desperate. He has wrecked the Russian economy and his incompetence has cost Russia its alliance with the Ukraine. He and his terrorist cronies have committed a huge mistake by shooting down a commercial airliner. He has even bungled his lies about the incident.
He has miscalculated again and again. We shouldn't be surprised if he continues to commit acts of terrorism. He's behaving like a cornered rat.
