They are the ones that actually makes it all work. Decapitate the Navy, it would still work. All you need is the chiefs.

Why not whack a few admirals instead?

Actually, the 8000 number is not the total being cut. 8000 chiefs who are eligible for retirement will have their service records reviewed. No quota for forced retirements has been assigned to the review board. Criteria for possible forced retirement are 1. notation of significant problems in evaluations 2. evaluations below 2.99, 3.two or more physical fitness test failures, 4 moral or dereliction such as detachment for cause. The Navy has held such review boards several times in the last few years. Of 30,500 chiefs service records reviewed by these boards, a total of 1,381 chiefs have been forced to retire. This is 4.48 percent dismissal rate. Looking back over my 25 years in the Navy, I can recall 4 or 5 percent of CPOs, I worked with deserved to have the anchors ripped of their collars and their asses booted down the gang way.

Most of my life my dad was XO or CO. Destroyer Marshall(XO), Destroyer Tender Prairie (XO), Communications ship Arlington (XO/CO), Naval Station San Diego (XO). He always reminded me that "the chiefs run the Navy". They are the skilled middle management layer with "hands on" experience. Dad spent time as the port 5" gunnery officer on USS Iowa during the Korean conflict and later as engineering officer on other vessels before I was age 4.
