Israel doesn’t need to be weighing an “incursion”, they need to be weighing the total conquest of Gaza and the destruction of Hamas so no more rockets will be fired.
The previous “incursion” has not stopped the barrages.

Until you kick their butts out of Gaza and the West Bank they are never going to quit committing terrorism against the Israeli citizenry.
