GAO: Where did ObamaCare’s $3.7B go?

“CMS's processes are inconsistent with certain federal accounting and internal control standards,” the report states. To improve the system, the GAO recommends that CMS staff create new procedures to provide more timely and reliable information to the public. “Particularly for programs subject to a significant degree of public and congressional scrutiny,” the GAO reports.

The report marks the third time in two weeks that a federal audit has criticized the rollout of ObamaCare.

The auditors pointed to one particularly troublesome area within CMS — its Center for Consumer Information & Insurance Oversight, which works largely with state governments.

That agency could not verify its total costs of staff salaries, travel, polling or total advertising spent on ObamaCare.

Not only corruption, but corruption on a scale unprecedented in the history of the territory once known as “the United States of America”. Even in the age before the “trust-busters” really went to work, the corruption was on a much more personal level, and as much of lowlife double-dealers as they may have been, they still paid at least lip service to the greater ideals that were the foundation of the nation.

This bunch of scurvy sewer rats doesn’t even PRETEND to look to any high-minded ideals, it is how much influence they can pedal and how many votes they can buy, while using the coffers of the Federal Government to cover the incurred spending.

Some people will retire well from this Current Regime. Not to forget about all those who benefited from “crony capitalism”, either.

The Constitution's Clause 1 of Section 7 of Article I, the "power of the purse" clause, as described by James Madison in Federalist Papers No. 58, was intended to give the House of Representatives the unique power to stop any federal government spending program that was unpopular with the people dead in its tracks by cutting off funds to that project.
”The House of Representatives cannot only refuse, but they alone can propose, the supplies requisite for the support of government. They, in a word, hold the purse that powerful instrument by which we behold, in the history of the British Constitution, an infant and humble representation of the people gradually enlarging the sphere of its activity and importance, and finally reducing, as far as it seems to have wished, all the overgrown prerogatives of the other branches of the government. This power over the purse may, in fact, be regarded as the most complete and effectual weapon with which any constitution can arm the immediate representatives of the people, for obtaining a redress of every grievance, and for carrying into effect every just and salutary measure [emphasis added] …” —James Madison, The Federalist Papers : No. 58.

The problem is that Obama's first Democratic-controlled Congress foolishly defeated the purpose of Clause 1, imo, when they unthinkingly passed both the Stimulus Program and Obamacare Democratcare, both programs constitutionally indefensible regardless what activist justices want everybody to think about Democratcare.

By passing these programs, Democrats essentially gave Obama a blank check, enabling Obama to fund mischievous, constitutionally indefensible spending projects regardless what Congress and the people think.
