I suspect the future of warfare may be dictated less by quality than by quantity. Historically when there was an imbalanced favoring one or the other, a breakthrough would come that rebalanced the equation.

A quantity weapon with existing technology could mean an air armada of inexpensive and expendable drones overwhelming enemy defenses; or possibly a subsurface drone torpedo launching vessel, whose torpedoes could swim a long distance slowly and quietly, with a burst of speed as they neared their targets. Two dozen torpedoes suddenly “going hot” near a surface fleet would definitely raise eyebrows.
