Yeah, after the duration of the yellow light has been significantly shorted. Red light and photo radar cameras are all about the money, not driving safely.
Yet another reason that the silly U.S. system of traffic lights should be replaced by the superior European system of traffic circles.
After spending months in Europe and always moving, not being stressed by lights, I’m always shocked to come home and return to the congested, herky jerky traffic in the U.S.
U.S. traffic laws and systems are geared towards state revenue collection, not much more. Certainly not moving traffic.

It appears as somebody might have committed FRAUD, if a Judge dismisses 2/3 of the tickets for being defective, how in the Hell does the Firm that did this Audit not go Directly to PRISON for FRAUD.?
We have several roudabouts in my community. Some of my co-workers design them.
Pros:
Cost less
No deadly T-bone accidents
Can accommodate irregularly shaped intersection
Less overhead clutter - looks nicer
Usually speed traffic flow
Cons:
More minor accidents
Take up more ROW - problem for retrofits
Traffic never stops - blind people can’t cross
Actually slow traffic down on high volume/low volume intersections
The problem for blind people is important. Once a roundabout goes in, that route becomes un-useable by a blind pedestrian. The solution is expensive and ugly overhead crossings or a signal, which really disrupts traffic.
Depends upon your definition of 'properly issued' given that a proper reason for issuing tickets is government revenue!
My issue is, if I let my sister or someone else use my truck and they run a light or get caught through the yellow I am the one with the ticket. I didn’t commit the offense so why should I pay?

Being an inveterate optimist I usually think there is a solution for something like blind crossings. Perhaps a signal keyed to them and them only, although I have seen general crossing signals at round points before.
I think the biggest problem in the U.S. is simply unfamiliarity. There’s an initial transient of complaints as people learn and adjust; a year or two later it all dies down.
Truckee, CA and Watsonville, CA have adopted them in certain areas; Truckee seems to be doing fine. Watsonville not so fine....
In snow country it helps because no skidding into the intersection on a red. You might hit the center island but usually bounce off. Truckee has done OK with this.
