House Republican appropriators say they will follow the two-year budget deal reached after the 2013 government shutdown regardless of who wins control of the Senate in Novembers elections.
Winning the Senate would give the GOP more leverage in spending fights with the administration, but GOP lawmakers have signaled they don't want to open a new bruising war over spending by rolling back the 2013 budget deal, in which Rep. Paul Ryan (R-Wis.) and Sen. Patty Murray (D-Wash.) agreed to spending caps for the government for the 2014 and 2015 fiscal years.
On the cusp of an election that could deliver them the Senate, Republicans dont want to give themselves any self-inflicted wounds right out of the gate. The option before them is to clear the decks in lame-duck, get 2015 out of the way, so that they can come into next year focused on new business, not old business. Thats the argument no matter who wins the Senate, said Sharon Parrott, a vice president at the Center for Budget and Policy Priorities.
Lawmakers are expected to introduce an omnibus-spending bill in the lame-duck session to fund the government through September 30, 2015. The short-term spending bill currently in effect expires on Dec. 11.
The committee is working on some technical groundwork so that we can begin negotiating an Omnibus after the election. Omnibus legislation would last an entire fiscal year, said House Appropriations Committee Spokeswoman Jennifer Hing, who indicated it would be based on the 2013 budget deal.
Keeping to the terms of the 2013 deal would likely make it easier to agree to a government-funding measure, and limit the possibility of another shutdown that damaged the GOP brand in 2013.

Right, goldstategop? You guys are showing the way!
And of course, we have all of these "Principled Conservatives" on FR so willing to believe anything negative.
The term "Useful Fools" comes to mind.
The parties can 'cut' taxes, but they haven't cut the budget or Government in years.
I'm beginning to think that if the RINOs don't get control of the US Senate and there are a few more constitutional conservatives, it might be a better long term situation. That might give us a chance to take the party from the elitist globalist sellout RINOs.
What is the effing point of even having elections then?
Spineless POS’s.
GOP in Congress is to the DNC as the stooge team is that perennially loses to the Harlem Globetrotters.
I don’t want Ryan near the budget. He is a skunk. We have other experts who can work the budget. Ryan has been a collecting a government check since he was 10 years old. He loves free money.
Given the wide expanse between words and actions, I’d say it’s way past time to keep believing any allegations.
Ryan has been the WORST chairman of the Budge Committee. His first budget wouldn’t balance for 40 years. John Kasich balanced the budget in 3.
Ryan portrays himself (and is portrayed) as some brilliant young gun. But when you get duped by the stupidest member of the US Senate, Patty Murray, you’re not brilliant.
I seriously am questioning whether or not to make the effort to vote this November. To quote Hillary. “What difference at this point does it make?”
How true that is. Nevermind that they will be held responsible by the Dims and their media hanmaidens anyway.
mmm...
So are they actually Big Government supporters or cowardly liars?
Isn’t the Hill a shill for the dems?
Maybe anything from the Hill needs to be taken with a grain of salt.
“Isnt the Hill a shill for the dems?
Maybe anything from the Hill needs to be taken with a grain of salt.”
These articles are read by the Establishment as well, and we all need to be aware of them, and the back-room pressures and machinations that are going on. Both Ryan and Boehner have a history of just getting passed the next budget “crisis” (created by the democrats) by striking a deal as they’ve done any number of times since they took the majority. I have no doubt at all that somebody like Ryan has told the press that the republicans will “honor” the budget deal. They’re idiots, and have shown themselves to be so.
Probably cowardly liars, and conditioned to be that way by the MSM. That said, they are very disappointing too often.
The RINO enablers should be here soon.
Do you hear any GOP candidate saying they will cut spending?
No, you don’t.
Which confirms what this article is saying.
I agree that Ryan is a dupe, but this article quotes some unheard ofs, not Ryan.
The trouble with posting articles from places like the Hill here is that it fuels the “glass’s half empty sit out this election” crowd big time.
No, I hear them talking conservative spending alternatives often. You must be listening to the wrong folks or something.
