Not true. There may be parts of these prophetic chapters that have been fulfilled, but not entirely. For instance, Jeremiah 49:2, Amman, Jordan (Rabbah) is the second oldest continuously inhabited city in the world. It has never been completely destroyed. It will some day!

Central Jordan (Moab) will be destroyed (presumably by Israel) and its inhabitants flee. Read Psalms 83. Southern Jordan will be destroyed and uninhabitable forever! This has not occurred yet but is very possible given the United States empowering of Israel's enemies. Israel will not allow Psalms 83 to occur without a nuclear response...
