This goes in an odd way. Neither the President or any governor has authority to quarantine anyone. They may invent some bogus executive order deal, but that’s not the method of the past hundred years.
A county health officer (there are 3,144 such individuals) will note a situation, and apply standard state authority onto a form and note a person who they feel needs to be quarantined. The form will be sent to a county judge, who will validate the form, and issue instructions to the county law enforcement to carry out his wishes. The same method works for nutcases and the judge deems some guy to be held for 72 hours while examined by a mental doctor.
Course, our method never involved airports, quickly developing cases where some gal decided to run off to Africa for a month, and then run back and pretend it’s all fine and dandy.
This bulk national quarantine thing....I seriously doubt would ever work or be effective. Can anyone name a single successful gov’t project (other than the military operations which seem to work)?

Stopping flights would work. Some would persist in coming here taking curcuitou routes and changing paperwork It would slow them down forcing them to spend at least some portion of the 21 or 42 days enroute. We don’t have to “keep them out” we only have to increase the amount of time it takes to get here.
