Take Michigan for example when they went after the smokers who purchased their cigarettes out of state via the internet sales merchants.
The state treasury subpoened the sales records of these merchants, cataloged all the customers and their purchases who lived in Michigan then went after them for taxes.........
They could legally do the same thing with the major retailers such as L.L. Bean or Cabella's but it's not likely at this point.
They got away with it without public outcry because the smokers had successfully been targeted and demonized in the public opinion.
