What we really need is permanent preparations/changes for infectious diseases and pandemics and bio attacks of the future, unfortunately they will probably use this Ebola hysteria to waste billions on nothing substantive.

Concrete and institutional preparation changes would be of enduring relevance and benefit to national defense and Civil defense whether it be an EMP, or bio threats, or whatever scenario that could create mass disease and illnesses that could surprise and overwhelm the current system.
