I’m not a great fan of ‘sophistication’; but I think the VP may have ‘sophistication’ somewhat confused with ‘intelligence’,’common sense’ and ‘perspicacity’.

I don’t think anyone has ever accused Biden of being a ‘sophisticated’ person. We’re just worried about his loose lips, pandering, endless errors with regard to fact, etc.
