All treaties must be ratified by two-thirds of the Senate, and that's not about to happen in the case of the unratified Arms Trade Treaty (ATT), particularly after the 2014 election that gave the GOP Senate control. The new senate needs to pull out the pile of unratified treaties and vote them down. There is a limbo for signed but unratified treaties which some international agreements assert should be treated as in effect. Time to kick these bad treaties out of limbo and directly into hell.

The new senate needs to pull out the pile of unratified treaties and vote them down. True. Still, we voted down the UN Convention on Biodiversity and the courts still respect its tenets in American law, such as listing subspecies or "evolutionarily significant units."
