I do not understand why we are expecting Obama to follow the law regarding what would be an unconstitutional executive order.

He is either trying to sucker the Republicans to pass the bill he is demanding so they can once again be sure to get blamed for it. Or Obummer's cronies will enact his edicts without an executive order. Don't tell me they can't this administration regularly ignores the rule of law. We didn't need an executive order for the IRS to target the Tea Party. He may just be delusional enough that he think if he says something that reality is changed by his mere decree.

Treasury checks to government vendors don't get cut without a proper charge code to the appropriated funds site. It's part of the way government works.

Obama can't just say 'cut a check'. It requires funding and a proper charge to the right bucket.
