I think you’d need to go after the libel laws at the same time, otherwise you would just get railroaded by them. It isn’t a crime to change terrible laws.
They would need a lawyer to help design the information and documentation. Testimonies from victims might be possible or it may put them at too much risk.
Where there is a will, there is a way. The will needs to bone up.
