It reminds me of a Get Smart episode where some Middle Eastern country was set to receive a huge loan from us, but they were getting angry over something we were doing, and they were threatening to not take the loan. In the end, Control won and things were fixed (of course), and the Middle Eastern country wound up happy and willing to accept our money. The Chief congratulated Max on a job well done and that this country will take our money - Max just looked at the Chief with a TOTALLY PUZZLED face.

Don’t export them anywhere. Nothing compulsory. Offer them some benefits if they leave to the country of their choice and stay away for three years or more, just like Jews get benefits for coming, on condition they stay for three years or more. You violate that condition, you owe all that you got in benefits back.
