We put bread bags over our shoes in rainy/snowy weather in Illinois when I was a kid back in the ‘60s. Stores used paper bags back then, so there weren’t as many plastic bags around.

I was a kid in the 60's, in Illinois. I'll vouch for that.

Bread didn’t come in plastic bags until 1969. Before that it was either wrapped in waxed paper or cellophane.

I took my shoes off and walked to school barefoot. It wasn’t quite as cold in Virginia.
