That, or IRS hired them for nefarious political purposes similar to what got them originally hired by the Obamacare folks.

I suspect that the private entity is involved in some kind of political skulduggery that has now been moved from Obamacare to the IRS. Certain info files, for instance. (E. g. "Sarah had an aborrrrrtion, neener neener NEEEEENer!" Or some such.)
