Another reason, dodge campaign finance laws. She and her staff is being paid by the Clinton Foundation which circumvent campaign finance laws. The donors can give unrestricted to the foundation to pay Hilary and her minion's to unofficially campaign. When the election starts, they can give to the primary campaign and to the presidential campaign.
