Absolutely not. Children do not have the capacity to make informed decisions and therefor cannot consent with an adult. Homosexual relations between adults is different and socieites softening stance on homosexuality should not be an excuse to soften taboos on pedophilia.
But can they consent with other children? That's the window that has opened for adults: our society accepts - promotes - fornication among ever-younger adolescents.
