Does Vladimir Putin have Asperger's syndrome?

A 2008 Pentagon report claims Russian President Vladimir Putin has Asperger's syndrome, according to a copy of the study obtained by CBS News National Security Correspondent David Martin.
The research was conducted by the Office of Net Assessment, a secretive, internal Pentagon think tank. It defined Asperger's syndrome as "an autistic disorder which affects all of his decisions."
The analysis is solely based on videos of Putin's public actions, dating back to the year 2000. The researchers did not claim to have access to any data from scans of Putin's brain.

For her it has been a blessing. She was always a spacy kid and had days when she was more "detached" than others. Sounds for her had smells and her other senses were confused at times. She did well in school though but was afraid of dealing with other people. In her second semester she spent time every day as a substitute counseler and was spoken of as the very best at rapport with foreign students and kids who had problems or couldn't understand the work couldn't understand the work.
When she was done with school she heard that food intolerances and allergies can have neurological effects and studied it. She found out she couldn't have salicylates which are in many foods and redesigned her diet. One day she called me from Boston and the first thing I heard was "Dad! I'm normal." All the spaciness is gone and the sensory weirdness, too. She designed a diet for her older sister on which sister has gone from rotund to slim and has not plumped up again these last 8 years.
