It seems to me he’s using ISIS as a means of expanding his authority in other areas.....since ISIS is all over the ME, not to mention those going into the fight from Europe ad other countries, ...just how far can he “militarily” go if he choses to do so??
I’d like to know the answer to your question too. Like you say ISIS is not a (officially/formally) recognized “nation/state” as far as i know.
When I said Obama cannot and will not identify the enemy, I wasn’t talking about “country by country”.
Our enemy in this case is Islam. Eff Obama when he says America is not at war with Islam.
Everybody the whole world over - including muslims - know that Islam is our enemy. But Obama has his head buried so far up his own smelly Obama, he will not admit that.
I would suspect he is going to ask that we be allowed to send a platoon of unarmed, retired, postal workers over there. That is as much harm as he would want to do his fellow muslim brothers.

Not one more American soldier should go into harm’s way unless our objective is to defeat and destroy ISIS. There is no middle ground.
