Anyone who wants to own a toll road is welcome to build one. Taking an existing road that was built with taxpayer's money and converting it into a semi-private cash cow is not particularly friendly.

I-15 to/from San Diego has reversible toll lanes. It works well for me as I ride a motorcycle making me exempt from the tolls.

Had experience with Toll lanes on the nearby Dulles connector.
The citizens surrounding it hated it so much they ejected the commissioner. Traffic was so bad that even the toll lanes became parking lots during rush hour.
The wise commissioner even put a HOV lane on it, causing many traffic fatalities.
