Our Ministry of Truth seems to like to throw the "war" word around a lot, without actually bothering with an official, legal declaration. Susan Rice can say anything she wants, simply because her followers are ill-equipped with any long-term memory.
We haven't declared a real war for 70 years. This lace skivvy rear rank field music MIGHT get a few years in Leavenworth, for going AWOL.
