I had the same thought on why NCIS is doing the investigation that should be conducted by CID. There may be some reason that makes sense but it certainly doesn’t on its face. Either way, seems everybody’s busy stating the obvious while the wheels of the military legal system grind exceedingly slow.

I've re-read the article several times and don't see any logic to NCIS being involved. There is a line that says NCIS did forensic research on his laptop. Perhaps they were asked to do this by the CID.

I think the general public sees NCIS as (mis)portrayed on TV as an entity like the FBI or CIA. In a possible case of journalistic ignorance that may be the application in this article.
