Boiled down federalizing the police force is simple.
A cop will have trouble killing people in his own neighborhood. BUT, send him to a neighborhood in another state and he feels no such guilt.

I think it was Michael Savage who brought up the case of Miriam Carey. A black single mother takes what is likely a wrong turn in near the White House, with her toddler in the car seat behind her. She’s shot by Capitol Police.
The feds have stonewalled the investigation. Her family has the baby but no answers.
But she wasn’t shot by a white cop, so her black life doesn’t matter.
