The initial cost of State Dept plans to build a new Foreign Affairs Security Training Center in Blackstone, Va. was projected to be about $413 million. However, further "estimates" elevated the cost to around $950 million, ...... The original estimate wasn't enough.....so an extra $500 million was tacked on and will be split between The Clinton Fouindation and The Obama Foundation.
