What is really needed is a land for war solution. Mark off all Pallie land by a numbered acre grid. Every time they launch an attack, they forfeit an acre for ever shell which falls and does does nominal damage.
If the damage is moderate, then three acres. If severe, then five.
If injuries are involved, multiply those numbers by two. Serious injuries get a multiplier of four. Fatalities get a multiplier of eight.
It wouldn't be long before the Pallies would either learn their lesson or be living on barges in the Mediterranean Sea because no Arab country would have them. Maybe they could ask Iran.
