National focus on UW sharpening over tenure, governance [Scott Walker's state budget]

Already dismayed by prospective cuts to the University of Wisconsin System, higher education observers now suggest the state could become an academic pariah if the Legislature scales back two treasured tenets of academia—tenure and shared governance.

The impact would be crushing and far-reaching if language in a GOP plan wins support of the full Legislature and becomes law, said Rudy Fichtenbaum,president of the American Association of University Professors.

That effectively will be the end of tenure in Wisconsin," Fichtenbaum said. "I'm not aware of any state that has gone this far...I can't imagine anybody taking a job there unless they can't get a job anywhere else. People who can leave, would leave."

Tellingly, one of Fichtenbaum's biggest concerns is that the idea would spread to other states that might be taking a second look at how public university systems are governed and funded.

Republican Gov. Scott Walker,who presumably will run for president in 2016, repeatedly has dubbed his proposed budget cuts and other changes for the UW System "the Act 10 of higher education." He and other Republican leaders and pundits credit Act 10—which curbed collective bargaining for most public employees in Wisconsin—with saving money and giving districts flexibility to hire and fire as needed. Critics say is has destroyed teacher morale, and left many schoolworkers struggling financially.

The Republican plan approved Friday night by the Legislature's budget-writing Joint Finance Committee would give the UW System flexibility to lay off both tenured faculty and indefinite term staff members who aren't on annual contracts, and would make faculty "subordinate to" chancellors in areas such as decisions about academic programs and curricula....

....Faculty members from several campuses are expected to show up for the policy discussion. Some faculty are considering taping their mouths shut with duct tape because they feel they are being shut out of the discussion.

A UW professor set up a change.org petition and got a response from 36 states and 8 countries (1000 signatures)....

It’s an interesting article.

Critics say it has destroyed teacher morale, and left many schoolworkers struggling financially. Those critics of Act 10 are telling a bunch of half-truths. Because of Act 10, school districts were able to afford MORE teachers because the districts didn't have to pay for vastly inflated union insurance. This liberal rag publishes these Leftist claims without providing a chance for conservatives to counter them.
And it's no surprise that liberal professors are against this since they want to protect job-for-life arrangement with its fat salaries and small teaching load. Parasites!

That discussion of removal of UW governance from the state budget is sparked by two other items; One is the proposed NBA arena for the city of Milwaukee where all the democrats from that city and county including the mayor and state legislators beside not offering any support except verbal to the owners. Milwaukee’s state legislators would be voting No if left in as a budget item

Alas because republicans are in control of both houses every state taxpayer would wind up coughing up some 400 million$ paying for a sport complex arena exclusive to the city of Milwaukee for a Milwaukee Bucks arena. That tab would eventually wind up in Walker and the Republican’s lap who would be blamed for it by the rest of the state.

The other item under discussion is “prevailing wage” which jacks up the costs of any taxing bodies proposed construction. Which is support its continuation by some republicans in the WI state senate on the construction dole.

Milwaukee - who will benefit from the arena, is more than willing to build a toy train but not so willing to put some money into the kitty for the arena. But that’s Tom Barrett and Co. for you.
