I think a good way to temper the UN would be to propose to the Chinese and the Russians that they each build their own UN headquarters buildings, in Beijing and Moscow respectively, and that the UN should rotate among each for 10 years. Then when it is coming up for our rotation, we suggest other “world capitals” also build UN buildings.
Like in the slums of Rio; Harare, Zimbabwe; Mogadishu, Somalia; and Riyadh, Saudi Arabia.
Why increase the UN’s power? That won’t temper it. It needs to be destroyed.
