This is actually a derivative of the UN’s Agenda 21, pushed heavily by George Soros (Obama’s puppetmaster) and the late Maurice Strong. Bypassing both state and local governments to spread the disease that has led to the decay of many of America’s largest cities and destroying federalism from the ground up.
